On March 23, 2023, on the sidelines of the United Nations Conference on Water, the new MoU was signed with the Democratic Republic of Congo.

The purpose of the new MoU is to strengthen bilateral cooperation for sustainable development. As in most of the Memorandums of Understanding signed by MASE in Sub-Saharan Africa, the Sustainable Development Goals that shape the agreement and on which the projects will be elaborated are the following: improve water resource management, promote access to a sustainable, renewable and efficient energy, encourage sustainable consumption and production patterns, strengthen and coordinate the efforts to combat global climate change and address its adverse effects, protect, restore and enhance the sustainable use of terrestrial ecosystems. The MoU operates in accordance with the CBD, the UNFCC and the UNCCD.
